Toby Goodlett was appointed to the Board of Commissioners in April 2026 as Governor Henry McMaster’s designee. He has over two decades of experience in the mortgage banking industry holding  various executive leadership roles that span South Carolina, North Carolina and Georgia. He currently serves as Executive Vice President and Retail Services Executive for Raleigh-headquartered First Citizens Bank where he is responsible for sales finance and the mortgage division.

Goodlett’s progression through the leadership ranks of First Citizens Bank began when he first joined the institution in 2000 and includes appointments as Georgia division executive in 2003 and later as executive vice president and retail banking executive of First Citizens Bank and Trust Company, Inc., based in Columbia, S.C., in 2009 where he managed the areas of consumer lending, collections and recovery, credit insurance, the mortgage division, the learning and development center, credit card operations, debit card operations, the appraisal group and alternate delivery channels.  In 2015, he was subsequently named Retail Services Executive.

A native of Spartanburg, S.C., Goodlett earned a bachelor’s degree from the University of South Carolina. He also is a graduate of the School of Mortgage Banking and the 2000 MBA Future Leaders program. Goodlett holds a Certified Mortgage Banker (CMB) designation and was named “Mortgage Banker of the Year” in 2002 by the Mortgage Bankers Association of the Carolinas, Inc.  He also previously served as president of the Mortgage Bankers of the Carolinas.

He and his family live in Columbia, S.C., and are actively involved in the community.
