Thursday, Oct 30, 2025

COLUMBIA, SC – The South Carolina Department of Commerce, through its State Community Development Block Grant (CDBG) Program, in partnership with the South Carolina State Housing Finance and Development Authority (SC Housing), the Office of Economic Opportunity within the Department of Administration, and the Department of Environmental Services, has begun the planning process for the 2026–2030 Consolidated Plan.

The Consolidated Plan outlines how the State of South Carolina will allocate anticipated federal funds from the U.S. Department of Housing and Urban Development (HUD) to support critical housing and community development priorities across the state.

SC Housing is seeking comments and feedback from the general public. Click https://www.research.net/r/SouthCarolina-Community to view and participate in the survey.

Other stakeholders such as Local Governments, Councils of Government (COGS), Community Housing Development Organizations (CHDOs), and Public Housing Authorities (PHA) will receive a separate survey.

Over the five-year period, the State of South Carolina expects to receive funding to support the following HUD programs:

  • Community Development Block Grant (CDBG)
  • HOME Investment Partnerships (HOME)
  • National Housing Trust Fund (NHTF)
  • Emergency Solutions Grant (ESG)
  • Housing Opportunities for Persons with HIV/AIDS (HOPWA)

These resources will be used to address a range of needs including affordable housing, homelessness prevention, assistance for special needs populations, and community and economic development initiatives.
