SOUTH CAROLINA STATE HOUSING FINANCE AND DEVELOPMENT AUTHORITY 

NOTICE OF PUBLIC HEARING 

2026-2030 State Consolidated Plan for Community Development 
and South Carolina 2026 Draft Annual Action Plan  


Notice is hereby given that the State of South Carolina proposes to submit its 2026-2030 Consolidated Plan and 2026 Annual Action Plan for Housing and Community Development to the US Department of Housing and Urban Development (HUD). The Consolidated Plan’s purpose is to satisfy HUD’s statutory requirements for South Carolina to receive funding allocations from four HUD programs: Community Development Block Grant Program (CDBG) administered by the SC Department of Commerce, State CDBG Program; HOME Investment Partnerships and National Housing Trust Fund administered by the SC State Housing Finance and Development Authority; Emergency Solutions Grant Program (ESG) administered by the SC Department of Administration; and Housing Opportunities for Persons with AIDS (HOPWA) administered by the SC Department of Public Health, STD/HIV/Viral Hepatitis Division. The state’s Citizen Participation Plan is incorporated in the 2026-2030 Consolidated Plan and is also available for public review and comment.

Public review and comment are encouraged during the 30-day comment period that begins Sunday, January 18, 2026. A public hearing will be held to obtain input on the 2026-2030 Consolidated Plan on January 28, 2026 at 10:30 AM at South Carolina ETV, 1041 George Rogers Boulevard, Columbia, SC 29201. The public hearing format will allow oral comments and can be attended virtually. Copies of the proposed 2026-2030 Consolidated Plan can be downloaded from the SC Department of Commerce website at www.cdbgSC.com. For more information or to request a copy of the Plan, please contact the SC Department of Commerce, State CDBG Program, 1201 Main Street, Suite 1600, Columbia, SC 29201, email ehuff@sccommerce.com, or call (803) 734-0429 / TYY 711. Written or email comments regarding the Plan are encouraged and may be submitted to this address by February 17, 2026. The plan will be submitted to HUD on or after February 17, 2026, in accordance with HUD requirements.

Assistance will also be provided to accommodate individuals with special needs. Please contact the SC Department of Commerce with a description of the accommodation needed at least five working days prior to the hearing. For assistance for those with limited English language proficiency, please contact the SC Department of Commerce at the address above. Public Comments specific to the Small Rental Development Program (SRDP), the HOME Investment Partnerships Program, and the National Housing Trust Fund (NHTF) Program will be accepted by SC Housing through 5:00 pm (ET) on Tuesday, February 17, 2026.
