HOME-ARP Program Amended Allocation Plan Draft for SC Housing’s Community Development Department
2nd Amendment to the Program Year 2021 Annual Action Plan
Notice is hereby given that South Carolina State Housing Finance and Development Authority (SC Housing) has prepared an amendment to its HOME-ARP Allocation Plan Draft which will be available for review and public comment for 15 days beginning Sunday, May 17, 2026 and ending on Monday, June 1, 2026. This draft of the amended allocation plan is required by HUD for funds appropriated under Section 3205 of the American Rescue Plan Act of 2021 under the HOME Investment Partnerships Program.
SC Housing’s HOME-ARP allocation is $26,724,348.00 which can be used to provide rental housing, supportive services, tenant based rental assistance, non-congregate shelters, nonprofit operating and capacity building, and program administration. A virtual public hearing to obtain input on the amended HOME-ARP Draft Allocation Plan will be held on Thursday, May 21, 2026 at 10:30 a.m. via Zoom.gov. Copies of the amended HOME-ARP Draft Allocation Plan will be available during normal business hours 8:30 a.m. – 5:00 p.m. at SC Housing, 300-C Outlet Pointe Blvd., Columbia, SC 29210, or, it can be downloaded by visiting SC Housing's HOME-ARP website at: https://schousing.sc.gov/development/HOME-ARP-Program or, you may contact CommunityDevelopmentPrograms@schousing.com for more information.
Assistance will also be provided to accommodate individuals with special needs. Please contract SC Housing with a description of the accommodation needed at least two (2) working days prior to the public hearing. Written comments and feedback about the amended Draft Allocation Plan will be accepted through 12:00 a.m. (ET) on Monday, June 1, 2026.
