PUBLIC NOTICE
Substantial Amendment to the 2026-2030 Consolidated Plan and 2026 Annual Action Plan to add the Housing Trust Fund Grant
Notice is hereby given that the State of South Carolina proposes to submit a Substantial Amendment to the 2026-2030 Consolidated Plan and 2026 Annual Action Plan for Housing and Community Development to the US Department of Housing and Urban Development (HUD).
In addition to receiving Community Development Block Grant Program (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant Program (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) funds; the State has also received National Housing Trust Fund (HTF) to be administered by the SC State Housing Finance and Development Authority. For FY 2026, the State has been allocated $3,311,933.19 from HUD to increase and preserve the supply of affordable housing for very low-income households. The Substantial Amendment provides a description of the distribution of funds and goals of the HTF program for program year 2026 and the overall five years of the Consolidated Plan.
PUBLIC COMMENT PERIOD: Public review and comments are encouraged during the 30-day comment period that begins Sunday, October 4, 2026 to Wednesday, November 4, 2026. Copies of the proposed Substantial Amendment to the 2026-2030 Consolidated Plan may be downloaded from the SC Department of Commerce website at www.cdbgSC.com or at the SC State Housing Finance and Development Authority’s website at https://schousing.sc.gov/development/national-housing-trust-fund. PUBLIC HEARING: A public hearing will be held to obtain input on the Substantial Amendment to the 2026-2030 Consolidated Plan on Tuesday, October 27, 2026 at 2:30 PM at SC State Housing Finance and Development Authority’s offices at 300-C Outlet Pointe Blvd., Columbia, SC 29210. The public hearing format will allow oral comments.
