NOTICE OF PUBLIC HEARING FOR

PLAN OF FINANCING OF BONDS AND NOTES

Notice is hereby given by the South Carolina State Housing Finance and Development Authority (the “Authority”) of its “plan of financing” through a public hearing related to the proposed issuance of not exceeding $350,000,000 par principal amount of South Carolina State Housing Finance and Development Authority Mortgage Revenue Bonds, Series 2025A and 2025B (or such other numbering convention as shall be appropriate) in one or more series (the “Bonds”) pursuant to Chapter 13 of Title 31, Code of Laws of South Carolina, 1976, as amended.  The Bonds issued in one or more series pursuant to the Authority’s “plan of financing” are to be issued for the primary purpose of providing funds which, together with other moneys of the Authority, will be used directly or indirectly (i) to purchase Mortgage Loans or Mortgage Backed Securities to finance single family residences in South Carolina pursuant to the Authority’s Mortgage Revenue Bond Program including payment of a servicing release premium, (ii) to fund the Bond Reserve Requirement and certain other Funds and Accounts with respect to the Bonds, and (iii) to pay the costs of issuing the Bonds.

Pursuant to IRS Revenue Procedure 2022-20 which permanently allows remote telephonic hearings to qualify as “public hearings” for private activity bonds under Section 147(f) of the Internal Revenue Code of 1986, as amended, the Public Hearing will be conducted telephonically on Friday, November 8, 2024 at 10:00 a.m. and the public will not be able to attend in person. However, all persons who wish to listen to the public hearing may join by calling toll free at 1-646-828-766 and using meeting ID 160 959 6655. All persons who intend to express their views for or against the proposed issuance of the Bonds, the location and nature of the financing, or the approval of the issuance of the Bonds must contact the Authority, not less than 24 hours prior to the Public Hearing, via email to tasha.thompson@schousing.com to inform the Authority of your intent to do so. Those who participate in the Public Hearing will be permitted to address the Authority regarding the financing or the Bonds for a period of up to three minutes.
